California’s AB 1572 is reshaping how water is used in landscapes across the state—and if you manage a Homeowners Association (HOA), senior community, commercial sites, or common interest development, it’s time to take action. Enhanced Landscape Management, the Maintenance Division of Landscape Development, Inc., has knowledgeable teams that are here to help you get started, stay compliant, and most importantly, gain peace of mind.
What Is AB 1572?
Effective January 1, 2024, AB 1572 prohibits the use of potable water for the irrigation of non-functional turf (NFT) on commercial, industrial, municipal, institutional, and HOA-managed properties. This is part of California’s long-term strategy to combat climate change, conserve water, and reduce dependency on the Sacramento-San Joaquin Delta ecosystem.
Non-functional turf refers to ornamental grass areas that serve no recreational or environmental purpose. Think:
Isolated turf with no trees or shrubs
Decorative grass areas not used for play or gatherings
By contrast, mixed landscapes that combine turf with trees, shrubs, or perennials may be exempt, depending on how the turf is irrigated.
Who Must Comply?
AB 1572 applies to:
Homeowners Associations (HOAs)
Senior Communities
Commercial Sites and other common interest developments
All must be in compliance by January 1, 2029. While agencies like SCV Water will focus on education and support, they also reserve the right to enforce the law if needed.
